Well, not rules, but a few things I found out this morning:
x For successful use of the ID, it is better to have hair in your photo and not have it in real life than vice versa.
x If you have lost thirty pounds (or, I suppose, gained) get a new ID photo taken.
Just a few notes that would have simplified my life this morning.

I went ten years between DL photos. My streak ended in Feb when it was time for a new card.
I was sad, and not nearly as drunk* for this photo.
My Passport photo has me good and hammered though**.
*In Oregon when I transfered my SD licence over there was no test, just a card swap.
** Passport photo place was next door to my favorite bar at the main entrance to University of Oregon.

Hill's Law: Immediately after taking an important photo ID, you will be possessed by an uncontrollable urge to radically change your hairstyling, glasses, or other distinguishing characteristics of your headshot.
Dave's Exception: Where Hill's Law does not apply, it will be a crappy picture, thus having the same effect.

My cousin Hather makes "grumpy" faces at the camera: usually the DMV folks want to know if she wants to take it again. "No," she says. "I want to look like I do when I get pulled over."
